2024 Taiwan Biennial Transparency Report

In Step with Global Standards

Biennial Transparency Reports (BTRs) are prepared in accordance with Article 13 of the Paris Agreement. The reports cover greenhouse gas inventories, progress on Nationally Determined Contributions (NDCs) implementation, climate impacts and adaptation measures, as well as international cooperation on finance, technology, and capacity building. Starting from 2024, all Parties to the Paris Agreement, except Small Island Developing States (SIDS) and Least Developed Countries (LDCs), are required to submit BTRs every two years.

Although Taiwan is not a Party to the Paris Agreement, it actively follows international standards by voluntarily submitting Biennial Transparency Reports. This enables Taiwan to align with the international system in climate cooperation and evaluation standards.

Showing Net Zero Determination

The Ministry of Environment, in accordance with the relevant provisions of the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol, compiles a national greenhouse gas report every three years. The “2024 Republic of China National Greenhouse Gas Report” comprehensively summarizes Taiwan’s actions and achievements in responding to climate change, and serves as the basis for preparing Taiwan’s Biennial Transparency Report.

This report not only symbolizes Taiwan’s official entry into a new era of carbon reduction but also represents Taiwan’s willingness to jointly assume and implement international carbon reduction responsibilities, demonstrating determination and commitment to working hand in hand with the international community to combat climate change.
