Finance is undoubtedly a key issue at COP29. Simon Stiell, Executive Secretary of the UNFCCC, mentioned this year that at least $2.4 trillion is needed to keep global climate change goals within reach.
The flow of capital will be a critical solution, influencing the decisions of businesses, governments, and investors. It will drive the development of renewable energy, energy efficiency, emissions reduction, and environmental protection initiatives. This will not only help reduce greenhouse gas emissions but also encourage companies and investors to participate in climate adaptation efforts, ultimately supporting the investments and actions required to achieve the goals of the Paris Agreement.
As the Taiwan government announced a carbon fee, along with three funds to encourage the development of green industries, Taiwan’s green finance is set to experience a new wave of growth and will actively embark on a new chapter.

Chi-Ming Peng has been deeply involved in climate change efforts for many years and has participated in 11 United Nations Climate Change Conferences. His innovative contributions through private sector participation have helped Taiwan and the world move toward net-zero emissions.
He is also a scientist and entrepreneur, holding a Ph.D. in Atmospheric Sciences from National Central University, specializing in atmospheric chemistry, air pollution, and global cooling. He founded Taiwan’s first private weather company, which transformed the weather forecasting landscape that was once completely dominated by the government, contributing to climate technology-related services.
He has also been active in various private sector associations and environmental organizations, playing a key role in promoting open data and big data as a private sector advocate connecting Taiwan and Asia to the global community. Dr. Peng has served as a TV and radio weather broadcaster for 17 years and hosts an online live show, where he is a well-known presenter discussing climate, health, and environmental issues.
Dr. Peng is a vegetarian, passionately advocating for plant-based diets as a way to mitigate global warming and protect the planet.
In 2024, he was invited by Premier Cho Jung-tai of the Executive Yuan to serve as the Minister of Environment.

As Director of Energy, Sam is responsible for connecting Climate Group’s network of over 600 corporations and 160 subnational governments, to drive impactful energy transition initiatives. This includes leading the RE100 initiative which brings together over 400 of the world's most influential companies committed to 100% renewable power.
Prior to leading RE100, Sam spearheaded Forum for the Future’s Sustainable Shipping Initiative.
He is currently non-executive director of the Ethical Consumer Research Association and holds an MSc in Pollution and Environmental Control from the University of Manchester

After assuming several senior executive positions in Europe and Japan at Ricoh, Sergio Shigeo Kato was appointed General Manager of the Sustainability Management Division in 2015, where he was responsible for developing Ricoh Group‘s decarbonization declaration, driving Ricoh to become the first company in Japan to join RE100, and integrate SDGs values into business, leading the company to adopt ESG-oriented management. Since then, he has collaborated with companies across industries in Japan to resolve social issues related to climate change. He held roles as Co-Chair of the Japan Climate Leaders’ Partnership (JCLP), Board Member of the World Environment Center (WEC) and Board Member of Global Compact Network Japan (GCNJ). He also served as member of the Advisory Panel of Experts on Climate Change established by the Ministry of Foreign Affairs of Japan and contributed in the launch of the Japan Climate Initiative (JCI) in July 2018. Now he is co-representative of JCI from march 2023.

Axel Michaelowa holds a PhD in Economics and has worked on international climate policy instruments and the UNFCCC process since 1994. From 1999 to 2006, he was head of the Research Programme "International Climate Policy" at the Hamburg Institute of International Economics (HWWA). Since 2007 he is leading a research group on climate policy at the University of Zurich`s Institute of Political Science.
Axel is president of the Zurich Carbon Market Association. He is member of the board of Climate Strategies and the constituency of Research and Independent NGOs observing the UNFCCC negotiations. Axel was lead author on international mitigation policies in the 4th and 5th IPCC Assessment Reports between 2006 and 2013. He served on the CDM Registration and Issuance Team for the CDM Executive Board between 2006-2013 and evaluated over 175 CDM projects. He serves on the editorial boards of the peer reviewed journals "Climate Policy", "Climate and Development" and "Greenhouse Gas Measurement & Management".
Thanks to his extensive work experience, Axel Michaelowa is one of the leading experts in the field of international climate policies, market mechanism design and the UNFCCC process and has over 400 academic publications on these issues. Axel has participated in UNFCCC negotiations since COP 1 in 1995 and provided related support to the governments of Mexico, Morocco, Qatar and the UAE, as well as done capacity building in over 30 developing countries, ranging from Algeria to Yemen, with a focus in the Middle East and North Africa, South Asia and South-East Asia. He has worked on national mitigation strategies in Algeria, Bhutan, India, Indonesia, Madagascar, Mexico, Peru, Sudan, Tanzania, Trinidad & Tobago, Tunisia, Uzbekistan and Vietnam, as well as on 10 approved baseline methodologies under the CDM, focusing on energy efficiency, waste, transport and the cement sector.

Nobuo Tanaka is Chairman of the steering committee of the Innovation for Cool Earth Forum (ICEF), which was established by former Prime Minister Shinzo Abe in 2014. He was Chairman and President of the Sasakawa Peace Foundation for 2015-2020. As Executive Director of the International Energy Agency (IEA) from 2007 to 2011, he initiated a collective release of oil stocks in June 2011. He also played a crucial and personal role in the strengthening of ties with major non-Member energy players, including China and India.
He began his career in 1973 in the Ministry of Economy, Trade and Industry (METI), and has served in a number of high-ranking positions, including Director-General of the Multilateral Trade System Department. He was deeply engaged in bilateral trade issues with the US as Minister for Industry, Trade and Energy at the Embassy of Japan, Washington DC. He has also served twice as Director for Science, Technology and Industry (DSTI) of the Paris-based international organization, OECD. As CEO of Tanaka Global Inc, he advises several Japanese and International companies.
He graduated from University of Tokyo and have MBA from Case Western Reserve University. He is currently a Distinguished Fellow at Center on Global Energy Policy, Collumbia University and Institute of Energy Economics, Japan (IEEJ). He chairs Study Group on Next Generation Nuclear Energy Utilization at Canon Institute of Global Studies (CIGS).

The 29th Conference of the Parties (COP29) to the UNFCCC commenced on November 11 in Azerbaijan. In line with this year’s theme, “Enhance Ambition and Enable Action,” The Ministry of Environment launched the “COP29: Enhancing Climate Ambition and Enabling Action” Series Forums today (November 15). The COP 29 Situation Center invited National Climate Change Committee, including Deputy Convener Tung Tzu-Hsien, Committee Member Paul Peng, Professor Shin-Cheng Yeh from National Taiwan Normal University, as well as chief sustainability officers from Acer and AUO, to participate and stay updated on the latest information.
The Ministry of Environment highlighted that the COP sessions, spanning two weeks, serve as a critical platform for engaging domestic stakeholders in discussions on climate change. Minister Chi-Ming Peng emphasized in his opening remarks that Taiwan is actively participating in global climate action, with the nation’s carbon fee scheme officially underway. This year, Taiwan is paying close attention to progress on Article 6 of the Paris Agreement regarding international cooperation on carbon markets. The minister stressed that achieving a national net-zero transition requires joint efforts from the government, private sector, and businesses.
The forum’s opening session featured both in-person and virtual formats, covering three main themes:
- Climate Action: Discussions led by Minister Chi-Ming Peng, Taiwan Climate Partnership Chairman Paul Peng, Japanese Climate Initiative co-representative Shigeo Kato, and Axel Michaelowa, Director of Perspectives Climate Group, focused on Taiwan’s government-driven sustainability strategies and urged industries to drive national progress toward net-zero.
- Green Finance: Chaired by Vice Chairperson Jean Chiu of Taiwan’s Financial Supervisory Commission (FSC), alongside Japanese GX Promotion Institute Senior Manager Kazushi Shimizu, FSC Deputy Director General Yi-Chun Shih, Fubon Financial Holdings’ Executive VP Cindy Lin, and Sean Kidney, CEO of the Climate Bonds Initiative, the focus on COP29’s new global climate finance targets and the significance of green finance.
- Green Technology: Moderated by Deputy Convener Tung Tzu-Hsien of National Climate Change Committee, joined by Nobuo TANAKA, Executive Director Emeritus of the International Energy Agency (IEA), Sam Kimmins from the Climate Group, Mitsubishi Corporation (Taiwan) Senior Executive VP Wenchi Lin, and Acer’s CSO Grace Liu, the discussion addressed cutting-edge energy technologies, energy policy strategies, and emerging trends in international net-zero technology policies.
The COP 29 Situation Center within the Ministry of Environment will continue providing updates on COP29. Today’s COP 29 Situation Center session featured presentations by Deputy Convener Tung Tzu-Hsien, Committee Member Paul Peng, Acer’s CSO Grace Liu, AUO’s CSO Amy Ku, and Professor Yeh Shin-Cheng. The Climate Change Administration, MOE briefed participants on the latest COP29 progress, facilitating a real-time connection with senior ITRI engineer Lien Chen-An at the COP29 Azerbaijan to discuss global advancements in energy transition and climate policy. The discussion underscored the growing role of diverse renewable energy sources as mainstream solutions under the global net-zero framework. Participants emphasized the importance of building a resilient energy system and advancing deep energy conservation while fostering consensus during the transition process. These efforts aim to align Taiwan with the international NDC3.0 framework and promote more ambitious carbon reduction targets, inspiring collective with all public action.
The Ministry also announced six upcoming online forums from November 20 to November 22, addressing topics such as The High-Tech Industry at the Forefront of Achieving Net Zero, Urban Innovation in Adaptation and Disaster Response, Green Growth, Carbon Pricing and International Cooperation, Future Generation, and Circular Economy. These forums will feature bilingual (Chinese-English) presentations with simultaneous interpretation services./
