Global Climate Partnership Engagement
Taiwan actively collaborates with international partners to advance climate action and net zero transition. Through multilateral forums, bilateral agreements, and technical exchanges, Taiwan gradually builds a global climate partnership network based on policy dialogue, systemic alignment, technological innovation, and social engagement, demonstrating its substantive contributions and cooperative commitments in international climate governance.
The Ministry of Environment (MOENV) has conducted multi-level exchanges with governments and institutions in Japan, Germany, Sweden, Paraguay, and other countries. Taiwan-Japan cooperation focuses on carbon capture, utilization, and storage (CCUS) technologies and policy experience, organizing the “Net Zero Key Forces — CCS International Forum” to bring together experts from industry, government, and academia to discuss carbon storage strategies, geological safety, and social trust mechanisms. Taiwan-Germany cooperation continues from the 2018 memorandum of understanding on carbon trading, deepening experience exchange on system construction and market operation through emissions trading workshops and carbon pricing forums. Sweden’s dual carbon tax and emissions trading model provides an important reference for Taiwan’s dual-track carbon pricing implementation.
After the launch of Taiwan’s carbon fee system, the MOENV continues planning the “Cap-and-Trade Emissions Trading System (ETS)” and hosted the “Asia Carbon Pricing Forum” in 2025, convening experts from Germany, Europe, and neighboring Asian countries to discuss carbon market design and management practices, assisting businesses and government in enhancing mitigation capacity. Meanwhile, the “Green Growth Alliance” brings together ministries, enterprises, and financial institutions to promote capacity building and international cooperation, fostering Taiwan’s green industrial chain and sustainable investment momentum.
In terms of bilateral cooperation, Taiwan and Paraguay has signed a “Memorandum of Understanding under the Paris Agreement,” launching carbon market collaboration and technical exchanges to implement substantive mitigation actions under Article 6 of the Paris Agreement, opening a new chapter in climate governance for both countries. Additionally, Taiwan signed a memorandum of understanding with the Global Enabling Sustainability Initiative (GeSI), introducing international tools such as “Digital with Purpose” and “ICT Solutions Net Carbon Impact Assessment,” advancing green-digital dual transition and reinforcing the ICT industry’s critical role in the net zero process.
Taiwan also deepens multilateral engagement through international platforms. The “Global Cooperation and Training Framework (GCTF)” international workshop convened experts and policy officials from 25 countries in Taipei to discuss green economy, renewable energy, green finance, and circular economy, showcasing Taiwan’s net zero transition achievements and international cooperation capacity. Such as the “COP29 Series Forums” connected with international experts in real time to discuss climate finance, technological innovation, and energy transition trends, strengthening public and private sector understanding of and response to global climate policies.
Through these partnerships, Taiwan devoted itself to continue to play an active collaborative role on the international stage of climate action, jointly advancing net zero pathways with the world through aspects ranging from policy design to technical implementation, from industrial transition to social engagement, demonstrating its commitment and capability under the principle of “Connecting the World, Co-creating Sustainability.”
